Private Sector Initiatives
Taurus Partners with Zand Bank
Blockchain technology-focused company Taurus has partnered with the UAE’s first digital bank, Zand Bank, to offer custody, tokenization, and blockchain deployment services. Zand, which launched in 2022, focuses on corporate, institutional, and wealth clients and is backed by notable entities such as Credit Suisse, Arab Bank Switzerland, and Deutsche Bank. Mohamed Alabbar, the chairman of Zand and founder of Emaar Properties, oversees the bank, which also counts Franklin Templeton among its supporters.
Zand’s upcoming digital asset offerings will encompass cryptos, NFTs, tokenized securities, and digital currencies. Recently, the bank collaborated with MANTRA, a Dubai-based layer one blockchain specializing in tokenizing real-world assets. Zand will utilize the Taurus-PROTECT wallet platform for institutional-grade digital asset custody, deploying it on-site. Additionally, Taurus-CAPITAL will be employed to issue and manage tokens on both public and permissioned blockchain ecosystems.
Schroders Capital and Hannover Re-Tokenize Reinsurance Contracts on Blockchain
Schroders Capital, in collaboration with Hannover Re, recently conducted a proof of concept to tokenize the value of reinsurance contracts on a public blockchain. Insurance-linked securities (ILS), such as catastrophe bonds (cat bonds), were central to this initiative. Cat bonds are designed to distribute weather-related risks to a broader investor base, protecting the reinsurance sector from potential financial devastation due to extreme weather events.
The tokenization of ILS fits into the growing trend of digitalizing alternative investments, attracting hedge funds with historically high yields. Schroders Capital, administering $5 billion in ILS funds within its $94 billion private markets business, led this internal trial. Each token in the tokenized portfolio represented a share in the reinsurance agreements, tradable on a public blockchain.
This approach offers benefits like automated subscription processes, reduced settlement times, and enhanced transparency. Additionally, integrating catastrophe information with smart contracts can automate payouts following natural disasters, with tokens held in digital wallets along with other assets.
Visa and Banks Explore Tokenized Deposits in Hong Kong’s e-HKD Pilot
Visa, in collaboration with HSBC and Hang Seng Bank, participated in Hong Kong’s e-HKD Pilot program to explore tokenized deposits. This trial included two primary usage scenarios: settling high-value real estate transactions and Visa card payments. Visa’s recently published report highlighted the utilization of an early variant of its tokenized deposit solution, focusing on core interbank payment functionalities despite programmability being a significant advantage.
Key benefits identified were increased efficiency, reduced manual verifications, near real-time settlement, and enhanced transparency through blockchain technology. The trial demonstrated the capability of supporting high-value instant payments, particularly relevant in Hong Kong due to existing restrictions on faster payment amounts.
Challenges noted include evolving regulations, significant infrastructure investments, the necessity for standardized information and protocols, and ensuring adequate privacy protection. Addressing these issues is critical for the future development and implementation of tokenized deposit systems.

DekaBank Achieves Full Crypto Registrar License in Germany
DekaBank recently became the first financial institution to receive full crypto registrar license from German regulator BaFin, following its initial provisional license. This milestone comes after the 2021 enactment of Germany’s Electronic Securities Act (eWpG), which permits the issuance of ‘crypto’ securities—such as stocks and bonds—on a blockchain without the need for a central securities depository (CSD). Unlike cryptocurrencies, these securities necessitate a crypto registrar with a more focused role than a traditional CSD.
As the securities house for Germany’s savings banks, DekaBank demonstrated its dedication to tokenization by issuing the first crypto security. It also unveiled the SWIAT blockchain network to facilitate tokenization applications spanning various institutions. SWIAT, supported by LBBW and Standard Chartered’s SC Ventures, includes offerings like digital savings bank bond issuance, further showcasing DekaBank’s pioneering efforts in the digital securities space.
