Paxos Digital Singapore Approved by MAS to Issue Stablecoins
Paxos announced that its subordinate firm, Paxos Digital Singapore, has obtained approval from the Monetary Authority of Singapore (MAS) to mint and issue stablecoins. Specifically, MAS has authorized Paxos to provide digital payment token facilities as a renowned payment institution. Paxos has chosen DBS Bank, Southeast Asia’s largest bank in terms of assets, as its key banking associate for cash administration and custodian of stablecoin holdings.
Paxos was initially given a major payment institution license in Singapore in 2022. Subsequently, it established a fresh ring-fenced firm, which received in-principle clearance from MAS in November. The firm is recognized for the Paxos Dollar as well as being the issuer of PayPal’s PYUSD stablecoin. Paxos, interestingly, is also the former issuer of Binance USD.
KfW Bank Issues €100M Blockchain Bond on Polygon
KfW Bank, a government-owned institution, has a history of issuing digital bonds, including a recent €4 billion bond via a central securities depository (CSD). Under Germany’s Electronic Securities Act (eWpG), which permits distributed registries without a CSD, KfW is now launching a €100 million ($108 million) blockchain bond on the Polygon blockchain, effective July 4th. This bond, with a 3.125% coupon and a maturity date of December 10, 2025, is touted as Germany’s first syndicated cryptocurrency security.
The digital bond market, though not yet fully mature, has seen significant progress since the European Investment Bank’s €100 million blockchain bond on Ethereum three years ago, which had limited demand. In contrast, KfW reported strong investor interest in its latest AAA-rated issuance, with Union Investment as the anchor investor. Additional investors include DekaBank, Berliner Volksbank, LBBW, Sparkasse Pforzheim Calw, Solventis AG, and WI Bank, reflecting interest across various sizes and sectors.
Private Sector Initiatives
SBI Group and Kyobo Life Partner to Explore Digital Finance and Technology
Japan’s SBI Group and Korea’s Kyobo Life Insurance Group have announced a partnership to identify opportunities in digital finance and technology. This collaboration, still in its early stages, focuses on the potential of tokenization and security tokens.
The two companies already have a venture capital fund targeting the FinTech domain in Southeast Asia. As per the new agreement, SBI is set to engage with Korean ecosystems and consortia related to security token offerings (STOs), along with sharing technological expertise. Tokenization intends to enhance investment efficiency and transparency, broadening the investor base by reducing minimum investment thresholds and leveraging public blockchain. In Japan, security token issuances have primarily involved real estate, typically facilitated through third parties like SBI Securities.
